THIRD CONTINENTAL CONGRESS A grand jury is defined as... A group of people who come together to determine whether a crime has been committed. (Law of the Land Handbook, page 35) ...and is appropriate when the accused is a public servant such as city council member, judge, police officer, etc. The number of people involved may vary, but 16 or more is preferred. If the accused is considered of potential harm to others, follow instructions outlined in the Arrest and Detainment Procedures on page 29 of the Law of the Land Handbook. To assemble a grand jury,
